Broadcast fee refund

This is no longer an issue--Sinclair announced just now they will no longer censor Kimmel! My local ABC affiliate is owned by Sinclair Media and they will not air Jimmy Kimmel Live. Part of my broadcast fee is for local station programming and I am not getting all of ABC's programming. How do I get a partial refund? I have already contacted Sinclair about this. Do I contact the useless FCC next?
