Elderly parents being overcharged for internet. Don't even have computer

I'm trying to resolve billing issues, overcharges, and shut off for my elderly parents.  They are paying for monthly gig of wifi service and don't even have a computer or other peripherals that would require this fee.  They were also charged an excessive fee for installation of a very simple cable box which literally required screwing in and unscrewing a coaxial cable.  My father is currently in a nursing home and I'm trying to resolve these egregious billing issues taking advantage of elderly customers.
