error message paying bill

I keep getting something is wrong try to reload message when I'm trying to pay my bill. Its BEYOND difficult to contact anyone i tried to pay over the phone and it saids they cant retrieve any payment methods you cant talk to anyone until your service is restored so how am I supposed to fix this?!
