Not able to get refund from Comcast

I did some cable relocation on my property October of last year and paid close $20k, I was told by that I should be getting refund back, provided with correct mailing address, however It's being five months as I didn't received any refund. I have no idea where to contact, anyone have any suggestion where to call?

Yes, there was Network Project Manager and third party who took payment for the construction.
