Regional Sports Fee

I understand the Regional Sports Fee is back, for this season. However, any of the Regional Sports Channels that are available, are only accessible if I have a HD subscription. I refuse to get a HD subscription. So why am I paying a Regional Sports Fee for channels I cannot access?
