Service Charge

Had a connection problem which required a technician to come out. The technician checked my lines and determined that the problem was not my modem, and entirely external to the home (exterior lines needed to be replaced due to water damage). I was charged $100 for an in-home visit even though the problem was not in the home. I've contacted support multiple times, and submitted an escalation ticket which was then denied with no apparent reason for the denial. Please provide a refund or a point me toward the policy language for the charge so I  can substantiate its validity.
