Taxes on Xfinity Internet in California?

From what I know, California does not have taxes for Internet while other states like Texas does.  In any case, I noticed something interesting.

From December 2023-December 2025, I had a $80.00 month XFinity Internet 1.2Gbps plan which was price locked for 2 years with a 1 year contract.  This also included the gateway/router rental for 2 years for free.  The total was $80.00 and there was no taxes.

In December 2025 - I signed up for a $70.00 month Xfinity Internet 1Gbps plan which includes the gateway/router rental which is 1 year price locked with no contract.  Except each month, I am getting charged $71.30 in total with $1.30 for taxes in San Francisco, California which has a 8.625% Sales tax rate so $1.30 would be based on $14.99.  The question is why was this tax charged when the gateway does not have it's own charge as part of the $70 month.

I can certainly understand why that would raise questions, especially when your previous promotion included the gateway at no additional cost, and you did not see any taxes associated with it.

One possible explanation is that while your current promotion offsets the monthly gateway rental charge with an equal promotional credit, the gateway itself may still be listed on the account as a billable equipment item at its standard monthly rate (typically $15/month). In some jurisdictions, taxes are assessed on the equipment rental value, even when a promotional credit reduces the net charge to $0. As a result, you could see taxes applied to the equipment portion of the service despite receiving a matching credit for the rental fee.

Using your example, a tax amount of approximately $1.30 is very close to what you might expect if taxes were being calculated against the standard $15/monthly gateway rental charge rather than the promotional price of $0.

Such details on applicable taxes would typically have been part of a consent request which you were required to approve prior to the changes being made on your account. (Usually sent electronically via text or email, or provided in-store while shopping for services.) 

That said, billing and tax treatment can vary based on location, the specific promotion, and how the equipment credit is applied on the account. Since you did not see this on your previous promotion, it's understandable to want clarification on why the billing appears different today.

Thanks XfinityCliff for your response.  The thing is there is no listing for the equipment being charged before it's credited unlike the previous promotion as the former was when Xfinity still had contracts while the later is after Xfinity starting having the 5 year price guarantee with no contracts and both the gateway and unlimited data is included in the monthly price.  Besides, isn't the unlimited data option and the gateway supposed to be part of the $24.99/month option?  Can you take a look at my account and see what it actually says?
