KICU channels in San Francisco have repeated signal issues (picture goes out, pixellation, etc)

I am still using a TiVo but I doubt that's the problem since I'm not seeing this problem on other channels, at least not to this extent.  It's been going on for quite a while but has gotten even worse the past few days.  It affects KICUDT4 on both channel 1175 and 180.  Sometimes the picture just goes black for several seconds.  Other times there is repeated pixellation with audio drop outs.  Sometimes, oddly, the picture will look distorted at the top like on old VHS tape that is mistracking.  

Is anyone else in the San Francisco area having this problem with this channel?
