METV processing error - windowboxing on channel 1156 in Portland OR

Xfinity in Portland, Oregon, is improperly windowboxing METV (channel 1156, Portland LD station KJYY 29.3). Their program content, which is entirely in the 4:3 aspect ratio, is being distorted into a 16:9 aspect ratio. Instead of being pillarboxed, there are black bands on all sides. Commercials, which should appear at 16:9, look like they are at 64:27, and have black bands at the top and bottom. I understand that this is a re-encoder processing error. 

When METV was on Xfinity channel 302 in Portland, it was properly pillarboxed.

@user_8xg7f0 I'm sorry to hear you’re having an issue with the picture on your TV. Our tea would like to resolve this for you. I have a few questions to ask to better understand what's going on. 

Are you watching through your cable box, Xfinity Stream App or the XFINITY Stream website?

Have you tried changing the ratio?

Is this happening on other channels?

The problem isn't on my end, it's on Comcast's end. Don't think I can explain it any more clearly than I did above. I am watching through my cable box and METV is the only channel affected. Picture seems to be normal on Xfinity Stream App - aspect ratio is correct, picture fills screen top to bottom. Through cable box, even the commercials don't fill the screen from top to bottom, just side to side.

It's not with the TV box, the problem is with how Comcast is translating the broadcast through their cable network.

I don't know if it is specific just to Salem Xfinity customers, or to everyone who receives Portland station KJYY 29.3 on Xfinity channel 1156.
