Dispatch tech for fallen exterior cable

After a storm, the cable that connects to the public line is hanging low in my hard. One of the connections to it has fallen as well. I have moved my router and still have internet so I can’t get anywhere with online trouble shooting or the phone system. I would like to have a tech dispatched to repair and raise the cable. How can I schedule an appointment?
