Formal complaint, certified letter or legal dispute form?

Should I initiate the formal complaint process with Xfinity through a certified mail letter to Comcast Corporate or through the Send a Dispute form? I will proceed on to the FCC etc. from there if needed, but how does one submit an attempt to resolve issues with Xfinity/Comcast after 6+ months and so much lost time of failed efforts and false promises from live chat?

 want to make a formal complain on line not through a dispute form.  I am fully paid on my phone and my land line hasn't been active for days since I paid the bill.

But our team here on Xfinity Forums is a corporate team and can typically address a majority of account issues. We would be happy to look into the account to see what is going on with your phone. To send a "Direct Message" to Xfinity Support: 
Click "Sign In" if necessary 
Click the "Direct Messaging" icon or  https://forums.xfinity.com/direct-messaging 
Click the "New message" (pencil and paper) icon 
The "To:" line prompts you to "Type the name of a person". Instead, type "Xfinity Support" there 
- As you are typing a drop-down list appears. Select "Xfinity Support" from that list 
- An "Xfinity Support" graphic replaces the "To:" line 
Type your message in the text area near the bottom of the window 
Press Enter to send it.
