I can understand your frustration when you were trying to prevent any interruption by setting up an arrangement. We do have a few options to help with flexible payments. With payment arrangements, the most common mistake is that a scheduled payment is set up and is not connected to a payment arrangement. This can be due to a few things, like the amount being paid or the date of the payment. For customers who qualify for payment arrangements, when going through the process, the Xfinity app or the Xfinity Assistant will let you know the amount and the date that needs to be set up with a scheduled payment to establish the arrangement to extend your payment date.
If any of those are off, then it will still let you schedule a payment, but it does not confirm as a payment arrangement.
There also could have been issues with a past payment that added to your balance that made the terms of your arrangement incorrect. For example, if a payment was showing as applied when your arrangement was set up, and it was later reversed or returned to you, then the past-due amount would also be updated, and your arrangement always needs to include the full past-due amount, causing the hold to still be put on your account.
