Getting "Live" support

I have called customer service 11 times this afternoon.  I cannot get connected with a live human being. The C.S. message is in a loop about setting my device to English.  It already is. That has nothing to do with my problem. Yet I cannot get connected to a person.  I either keep looping or get disconnected. 

How does one get live help?  Saying Representative 5 times doesn't help.
