Hanging Wire

Hello - 

There is a wire that has come loose from its restraints due to the super windy weather recently. It's not interfering with vehicles or people as it is installed very high. However, it bangs against my windows when windy and three wiring doesn't seem secure at all and might fall/lose more restraints. Can someone please help with this? I have been unable to reach the right department on the phone. I can provide pictures and an address.

Hello, user_6g7ntr! We appreciate you bringing this important hanging wire issue to our attention this weekend. I would definitely not want to hear a wire banging by the window for my morning alarm. Rest assured, you have reached the right team for assistance. Is the pole from the hanging wire located in your yard?

I live in an apartment, so the pole is actually across the street. It's supposed to be attached by hooks and stuff along my building, but it came off of one

The pole is across the street - I live in an apartment and the wires should be fastened to our bulding, but it came off.
