Internet cable line still hasn’t been buried

I submitted a request a couple of months ago for somebody to come and bury my line after our connection had gone out. 

initially a contractor from xfinity was able to come out and put in a temporary line and they told me to submit a request for the line to be buried. 

I have called several times and submitted multiple tickets with agents ensuring they’d call me back to follow up but never did. At this point I think I’ll have to file a complaint with my the Public Service Commission and am seriously debating switching to another internet provider as this has been the biggest headache. 

Any ideas on how to get this resolved ASAP? I have dogs that haven’t been able to access our yard and a young child as this is a safety issue. Additionally we haven’t been able to cut the grass in our yard or our neighbor’s yard because the line has been running across for weeks.
