Live agent to stop my bills

For five months I have been promised that the bills and past due amounts would stop. And every month I get another bill and another threat to stop my service . My HOAs pay my bill. 
I returned the equipment as asked and you continue to charge me . 
the customer service is the worst I have every experienced. 65 years old , do you think I have better things to do
