Re-wiring Job NOT Finished

I live in an apartment, and received a notification letter that xfinity needed to do a complete re-wiring of the apartment complex.  I let the tech in Tuesday afternoon and he drilled a small hole in the wall from the porch and left an orange coiled wire in my living area connected to NOTHING.  He said a tech would be by the next day to work on the wiring or finish the job, however nobody came the next day.  I also wasn't informed there would be service interruption during the re-wiring process or that it would be a multiple day process.  

This cannot be right for him not to finish the re-wiring, not to inform me there would be a service disruption, and finally to mislead me about when a technician would complete the job.  This is incredibly detrimental for somebody who relies on internet at a remote work job.

the communication and misleading is appalling.  Nobody seems to know what’s going on when dealing with customer service reps on the phone, and further i am getting outage updates for my area about interruptions and restorations, that dont apply to me which further mislead me, and make me falsely believe the problem is being fixed soon.  

I dont mind disruptions as long as they are communicated to me, but effective communication seems impossible.

I anticipated issues immediately a booked a technician visit soon, but im not confident he will fix the problem,

How do i go about receiving credits or other compensation for the unfair service disruption that could be one more day, 3 more days or another week?  I should not be asked to pay for these delays and disruptions under these circumstances.
