Safety issue with down Comcast cables on pole outside church daycare

I don’t know where to turn to get this addressed and am hoping you can help. There are down Comcast cables on a pole along the road outside the Reformation Lutheran Church at [Edited PII]. The church also serves as a daycare. The fear is children will be curious and get into the wires and get hurt. How can I get a technician to come out and have them removed and addressed? The only reporting I saw through the app was to report down wires outside your own service address. I called but after being on and off with a rep for 45 mins I was disconnected without any call back. Can you help?
