Shouldn't "Learn more here" be a link?

https://www.xfinity.com/support/articles/yahoo-email-migration-overview says:

I already have a Yahoo email address. Can I have two accounts?
Yes, Yahoo permits you to have up to 10 accounts with Yahoo Mail. Learn more here.

This reads as if "Learn more here" should be a link, but it is not. It's just plain old non-clickable not-a-link text. Where would one go to "learn more"?
