slowest internet in the surrounding area

Hello,
I live on [Edited: "Personal Information"] and have been using Xfinity internet for over 2 years now. Its still the slow docsis 3.0 standard with 40mbps upload but neighborhoods around me have fiber and/or Xfinity 1gbps up and 1gbps down. Why have we been on this old tech for so long and is an upgrade planned? I've called my city council, Xfinity, etc... and can't get a clear answer.
I'm currently trialing T-Mobile 5G internet, which gives me 1.5gbps down and 800 Mbps up, and I'm thinking of switching. I'll let my neighbors know too that its better as we're all waiting for xfinity to upgrade the service it know ones seems to care at comcast.
