Unlock my phone

I spoke with an agent on July 1 who said he unlocked my phone and that it would take two hours to show is unlocked. 48+ hours later it is still locked. I  Chatted online with another agent on July 3, who said she unlocked my phone and that it would be completely unlocked within an hour it has been 48 hours and it is still locked. I need this phone unlocked now. What is the problem?
