Utility box uncovered

I have submitted two tickets at least before about the curb side utility box issue. The lid is not secured in is several inches off of the base. I cannot get it to go back on so someone needs to either repair or replace it or maybe they know how to get it on, but it seems warped or something. The orange cable connected to it was never buried in his exposed going alongside the driveway.

Utility box near my home has been uncovered for at least two weeks. Cover is standing beside internal connections and grass is growing all around. Landscape contractors who maintain neighborhood will not trim or cut near any exposed cables or wires. What has to be done to get the box covered again?
