Wires in my back yard.

I came home the other day and xfinity truck parked in front of my and my neighbors trailer. The guy came out from my backyard though. There's a fence? Also did not even say anything to me. I am assuming he or they must knocked amd spoke to my declining father with dementia. Not ok. Also not ok the way they left the wires up out of ground and no I don't give them permission to tear my yard up any more then they already did to bury.  How is this ok. Would if I have young kids who play back there!?
