wires on the street near my house are all tangled up in a tree. they're hanging and pulling, seems unsafe

hi, the wires on the street near my house are all tangled up in a tree. they look like they are pulling when it's windy or raining a lot. seems dangerous. seems like  you'd need to cut some of the tree branches if that's allowed (i think the tree is on public property) or bury the cables.
