Missing phone

I ordered the new iPhone 16 pro, I get an email 2 weeks later saying it shipped. I took the day off work when it was supposed to be delivered because it had to be signed for. I wait around until about 2:30 and fedex guy just hands it to me and doesn’t have me sign ( turns out he signed for it)  which is very weird in my opinion. I take the box in and open it up and there is no phone in the box. Just 2 pieces of package paper and our paper saying what should be in the box and that’s it. I called Xfinity same day and they told me to report it missing on fedex so I did and gave them the case number as they asked for it. They said I would get an email 48/72 hours in an email. I never received and email so I called again a few days later and still the lady said that I would for sure have something in the next 24hours. 24 hours rolls around and I have got no email. Also the lady I talked to the second time told me we could go to the store and pick up a phone while we was waiting on case to close. So we drive a hour one way to the closest Xfinity (2 hours total) and they tell us they don’t know why they told us we could come there. So then I leave the paper with the store (I’m not aggravated at the store) and we go back next day before the manger leaves because he wasn’t there the first time we went and basically says they have to deal with it online/on the phone! So I call Xfinity again and they tell me it can be 20days before I hear anything and I’ve still never received a email. I also tried to call fedex and they said the case had been closed. At this point I’m at a loss and frustrated. PLEASE HELP!
