Just to clarify, the phone that isn't making calls over Wi-Fi, is it a Xfinity Mobile phone? Can you confirm the make and model of the phone for me please?
If you know how to remove the sim card in your phone, then this suggestion may help.
The sim card is usually located in a little slot along one side of the phone. You will see a small cutout on one side of the phone's edge, and there will be a little hole next to it.
You need to find something that will fit in that hole, something like a thin paperclip.
Turn the phone OFF. Then, remove the sim card. Press the paperclip into the old, just a little bit of force, not much at all. The little sim card tray will pop out. Then, push the sim card/tray back into the phone.
Now, turn the phone back on. If it works, great.
If not, then you'll need to get in touch with a rep at xfinity.

Try this.
