Cant send email from Outlook

Ive been on with Xfinity CS for an hour and cant seem to get this resolved.  I can receive emails through Outlook on my phone and desktop, but can't send them from either.  I am getting the error:  resomta-a2p-646964.sys.comcast.net resomta-a2p-646964.sys.comcast.net Excessive failed authentication, ESMTP server temporarily not available.  Has anyone had this issue and resolved it?

This usually means that one or more of your devices is repeatably trying to log in to the mail system, but is supplying an incorrect ID or password. Eventually the system will lock you out for a period of time. Comcast/Xfinity's Comcast Security Assurance group at 1-888-565-4329 (from https://spa.xfinity.com/contact-us) may or may not be willing and able to help you figure out which is the offending device.
