Contact Verification Loop Error - Change Primary Account Holder

Online portal crashes whenever trying to manage roles or permissions. The current account has a primary and manager, both under the same name. The primary had a never activated comcast email linked to it. When going for a wifi upgrade, we were able to update the phone number and email. But there was never a need for two user roles and we wanted to remove the primary and make the manager the primary. However there is a verification issue on that primary account likely due to the inactive comcast email and it refuses to allow a role permission change. Error shown below

You're going to need to contact Customer Security Assurance.  If you never activated the Primary email it has been deleted, which may be why you're having a problem now, and email addresses are no longer being issued by Comcast.
