Emails To PayPal Are Being Returned

I am trying, as usual, to forward the PayPal phishing emails I receive to phishing@paypal.com but they are being returned as unsafe.

Please let me know what action I need to take.

This is something you need to ask PayPal.  Plus, you might not want to forward those emails but do a copy/paste of the phishing email complete with headers and send a new email to that address at PayPal.
