Your send button should be located in the bottom part of the Compose window in webmail. If you don't see it you might need to make the Compose window smaller by holding down the ctrl key and tapping the - [minus] key.
Thank you. That works by shrinking the screen down. Yes, I can see the start button but in order to see the start button everything else is so shrunken down that messages are unreadable

Then, just reset the page to where you can read everything by holding down the ctrl key and tapping the + [plus] key.
Also, in the Compose window next to the X in the upper right of that window you should see two arrows that point away from each other. If you click on that your Compose window should expand and you might be able to see the Send button easier.
