Setting email filter rules

I've had good luck setting new rules each time a specific type of spam gets through my numerous rules.

I've got no programming experience and something occurs to me to ask:

Is it better to create a New Rule with a single condition and a single action, thus hundreds of rules over time?

OR

Is it better to create 1 specific rule to block one class of spammers, with many conditions and one action?
