Unable to retrieve an email message that is not downloaded from the server.

I am unable to download an important email because it says “not downloaded from the server.” Why? I have received many messages that contain receipts from the US Postal Service. This one I need desperately and it will not download from the server.

Have you tried retrieving it from webmail?

Yes, but the email

is not in my inbox at all. It’s only visible when I log in to my email through the mail app.
