Property Damage Complaint: Subcontractor Digging Causing Yard Flooding

Recent road work on the road bordering my property has created flooding along the entire southern edge of my home, I believe. There was about 0.56" of rain over the last 12 hours, this is an average rain amount but the 1st time i noticed since the road work, and the water in my backyard was up to my ankles! We have had much more rain in a shorter time period and never experienced this before, though this was before the road work that created a depression in the road that forces water directly in to the southern border of my home.
