Why can't I send DM's?
I actually got a response from an actual CC employee. They suggested I DM “Xfinity Support” with my account information to have my issues looked at more closely.
But when I try to create a new DM my cursor just changes to a "red slashed circle" and the "pen and paper" icon is not selectable.
How do send a DM when I am not allowed to send DM's?

It's caused by computer bugs in the new version.

I take it they did not bother to test even basic functionality of the new forum software before they deployed it.

In your user profile settings is "Opt Out from Direct Messaging" checked? If it is, clear it.

BruceW is likely correct. I just tested it a while ago. It worked for me, and other customers are using it okay.
