xfinity land line sends known caller to voicemail without ringing

Callers that call regularly who are friends are going directly to voicemail. It didn't happen all the time, but now it's happening every day, and for my brother's number now every time. 

We've rebooted the modem more than once. 
We've checked that there's no forwarding or blocking. 
The phone works -- I get spam calls and junk calls too and some wanted calls
I tested it by calling my brother, asking him what he heard on his end. it goes directly to voicemail.I asked him to call back and his call went directly to voicemail.
I have no idea what to do at this point.

Xfinity Voice will most commonly send inbound calls from known callers to voicemail without ringing if those calls are classified as Medium Spam Risk. In this case, the calls will be sent directly to voicemail and will not ring. Additionally, calls identified as High Spam Risk will be blocked entirely, while Low Spam Risk calls will be filtered through an Audio CAPTCHA gateway. Have you attempted to manage you Spam blocker settings at connect.xfinity.com/voice/?

I have added him to our contacts, and I've managed my spam blocker -- but why would a number that XFINITY ADMINSTERS -- a "landline" -- be on the spam list? He has gotten through since I lowered my spam block threshold. I guess I don't understand why this happened all of a sudden. As a person who works at home, I get several calls from actual spam now.

@user_fb9ppz Great to hear he was able to get through now. There may have been some changes to the blocker settings in an effort prevent the amount of spam that does come through on a regular basis. I know I get a lot as well even with filtered settings. They have gotten very clever in making normal numbers seem like they are not spam.

If here were "changes to the blocker settings in an effort prevent the amount of spam that does come through on a regular basis" they were not done on our end, they would have had to have been a modification by Xfinity.

We are not seeing any changes that have come from the blocker. Are you receiving the calls you need at this time?

@XfinityJanelle​ I believe the problem has stopped. I really hate these mysterious issues that we did not cause and cannot find solutions for.
