Home phone has fast beeping instead of dial tone

Question

My home phone incoming calls go straight to voicemail and if I try to call out, I have no dial tone, just a fast beeping. I restarted the modem and the phone worked right then but the next day was out again. Restarted modem again and the same thing happened. How do I get my home phone back?
