Landline calls going directly to voicemail

Many incoming calls go directly to voicemail without ringing even once. I'm missing important calls because of this.

I have a similar problem. If someone calls my house, when we pick up we get a dial tone and the caller rolls to our voice mail. We can see the caller ID, but we can never hear anyone on the phone. It is either dead or we get a dial tone. I have purchased a brand new phone system. We can call out fine but no one can call us. The new phone system did not fix the problem. The new phone is set to NOT answer. I've disconnected all other phone devices in the house and it still does it. I have called support multiple times. I have had a tech come to the house and tune up cables and connectors and scan the system. Said everything is fixed. Wrong. I need to be able to answer my phone!!!! Pls advise.

Important to note my phone is directly connected to the modem. No other phone devices are connected.
