New modem installed, no dial tone

I installed a new Netgear modem, I verified support before purchasing. The TV and Internet work fine, but there is no dial tone. I have plugged a conventional handset directly into the back of the modem. The phone light is blinking.

Logging into the modem, I see that the MTA Telephony is Disabled for both lines. I can't find any function to change this status, and I wonder if this is something that needs to be set by Comcast?

The answer I learned is to call the billing department. 855.652.3446. They were able to enable the voice service on my modem remotely. Why this was not done automatically is beyond me.
