Can I use a modem without a phones outlets for my service?
If you are asking about their Voice home phone service, you need a modem or gateway with telephone jacks. See https://www.xfinity.com/support/devices and be sure to check the "Voice/Telephone enabled" box. Also check the "All Compatible Devices" link near the bottom of that page. If you don't have Voice service you don't need a Voice device.

@user_runldk Do you have Voice Services? Are you speaking about the in-home phone jacks? As @BruceW mentioned you would want to visit the link: https://mydeviceinfo.xfinity.com/ to check on compatible modems and make sure to check the "Voice/Telephone enabled" box if you have home phone services. As long as the modem is a modem/ router combination you would not need to get separate equipment.
