Persistent Hotspot Throttling on Pixel 10 - Account Provisioning Issue

I am experiencing severe hotspot throttling that has persisted across multiple devices and my new Pixel 10. I have tried all standard troubleshooting (APN resets, network resets). I've been told I need a backend re-provisioning. Can an official employee help me?
