DVR unavailable with HOA contract

I live in a housing community, where basic cable is included with my monthly fee.  I wanted to upgrade service to get DVR capability, but if I understood the agent on the phone correctly, DVR service is not available with the contract my HOA has with Xfinity.  I would have to upgrade the service.  Does that sound right?  Can I get DVR only for myself, or would the HOA have to offer the upgrade to everyone?
