deceptive sales practice and deceptive international charges

I was scammed by an agent offering a "free" ipad as a loyalty reward and nobody will help me. I was also charged over $400 for data while in Canada and was not put on an international plan after two requests.  How can I file complaints with the office of the President and Chief Customer Experience Officer.  Concast will be reported to the Attorney General of MN and this customer of 25 + years is cutting ties with Concast Mobile, Internet and cutting the cable cord.
