Mobile Order on Hold

I have signed up for Xfinity internet and mobile service.  Xfinity came to activate the internet, but left saying that I need to install an underground cable.  Then I got an email that my mobile order is on hold until my internet is activated.  In the meantime, I spent $500 to pay off my old mobile contract, expecting to be compensated by Xfinity's offer, for which my service needs to be activated and trade in delivered by 10/15.  If Xfinity is not able to activate my internet by then, am I going to lose the $500?
