Mexico and Canada being the exception as those are included at all cost with newer unlimited mobile plans. The options are explained at https://www.xfinity.com/support/articles/traveling-internationally . I can't speak from personal experience, but my sister used the Global Travel Pass in England and Portugal. It worked for her needs.
