Paying for services that I don’t use

I’ve been paying for a service fee for my Apple Watch of $10 since February 9, that’s $100. I’ve paid for a service that I haven’t even used. I was told when I purchased the watch that I did not have mobile or cellular on the Apple Watch however upon checking my bill I just realised I’ve been paying $10 this whole time for a service line fee and I have not used it even once! I called today and the woman saw that it was still not activated. She cancelled it and gave me $10… This is very dishonest of Xfinity to charge somebody for a service that is not even being utilised
