Taxes and fees on free Xfinity Mobile for a year

I have a question, for the free Xfinity Mobile for one year, are there taxes and fees added?  

I am asking because when Xfinity Mobile had the 1st generation plans where as long as the shared data between lines did not exceed 1GB, it was $0.00 plus taxes and fees.  This is for San Francisco, California.

Someone else who lives in New Mexico shows that their Xfinity Mobile for a year for free is actually $0.00 total as there are no taxes and no fees added.

I thought the taxes and fees will always be charged which would always be the same amount regardless if one paid for the plan or it being free.
