Trade In No Shipping Label

I recently did a promotion to trade in a phone to get an updated phone. I was told a shipping label would be sent to me. Nothing was sent. I spoke to at least 12 people reps over phone and no one could help. I feel like this is a scam. They say go to the store but the store says they can’t print shipping labels for purchases not made in the store. Online it’s greyed out so I can’t print the label. I’m beyond frustrated and just want help with this issue.
