Riviera Beach utility engineering

Hello, I work for a construction company performing work in Riviera Beach, Florida along 22nd Street between Avenue B and Avenue C.  There are no customers affected.  New sidewalk is required to be installed yet the comcast utility tombstone boxes need to be relocated to allow the work to be completed.  Alternately, your utility could be placed in handholes with traffic rated lids within the sidewalk.  How do we get the existing utility relocated properly.
