New cable box won’t complete booting
Just picked up a replacement box. It votes to the Welcome screen. Pauses for a little while then goes blank. This has continued over 1 hour.

If the box is reaching the Welcome screen, pausing, and then going blank repeatedly for over an hour, that's definitely not expected behavior. Typically, the activation and boot process should complete within a few minutes.
Have you made sure all connections are tight? Was this the same outlet that the old box was on?
