Why are all NFL games only available for me to play as Cloud Recordings?

(Similar to a largely unanswered question I asked 2 years ago about the poor quality of recordings that are played back as a "Cloud Recording".)  Why can I only play NFL games as Cloud Recordings.  Starting this season, every recording I have made, on any channel, when there are no service interruptions and no issues with my storage space, can only be replayed as "Cloud Recordings".  Which is poorer quality and the playback experience is horrible.
